This utility supports decoding ETSI TS 133 108 EPS LTE TAI List values. The TAI List is coded according to ETSI TS 124 301 section 9.9.3.33 without the TAI List IEI (octet 1). Note that as of ETSI TS 124 301 version 14.6.0 the standard text combined a spare bit (bit 8) with Type of list (bits 7 6) to label types of list "000", "001", and "010". I believe this is a typo and types of lists should be "00", "01", and "10" as detailed in the bit mapping figures. This decoder treats bit 8 as a spare bit as specified in figure 9.9.3.33.2, 9.9.3.33.3, and 9.9.3.33.4 bit mappings.
